A metaphor was developed to explain the UNFPA’s work. It’s original agenda was government-implemented population control. But its focus changed when it
was understood that women get to chose the size of their families, a country’s population, by default, is in control. UNFPA shifted its focus to women’s rights, especially
reproductive rights in times of crisis. “Women are the Fabric” that, in emergencies, bind society together, keep families fed, and need support.
